Pakistan:Govt allows 10pc overprogramming |

The Ministry of Commerce has allowed 10 per cent over-programming in a number of textile categories to the US and the European Union (EU) in a bid to ensure unobstructed shipment during the current year.
On the recommendations of the Export Promotion Bureau (EPB) and the Quota Supervisory Council (QSC) the Ministry of Commerce issued a notification on Friday August 20, 2004, allowing over-programming in those textile categories wherein the utilisation by July 31, 2004, was less than 40 per cent of adjusted ceiling provide there is no over-allocation in any such categories.
The ministry while mentioning the conditions of over-programming said that the basis of allocation would be entitlement plus auction.
The residual quota balance received on account of the enlargement of EU and balance available after distribution to the performance holders may be given to the performance holder to those ten European countries, which have recently joined EU on pro-rata basis provided that there is no over-allocation in any such categories.
The notification further said that performance quota blocked in EU category-5 on account of over-programming availed in 2003 might immediately be released to the extent of 41.77 per cent. |
