Belgium:EU calls for moderation from China on expiry
of textile quotas

2004-12-10

In a bid to reign in Chinese textile exports, European Commission chief Jose Manuel Barroso said the EU had urged Chinese Prime Minister Wen Jiabao to exercise "moderation" once the import quota system is lifted on January 1.

Spokeswoman for EU Chief Barroso, Francoise Le Bail informed giving details of the EU – China Summit that took place Wednesday.

"We launched an appeal to China... for moderation, to avoid that this creates a lot of problems to less developed countries like Bangladesh for example," Barroso''''s spokeswoman informed reporters.

"We appeal to China... to understand that as a global player they have to exert moderation," she said, adding: "The question is not (import) restrictions, the question is moderation."

Meanwhile, a spokeswoman for EU Trade Commissioner Peter Mandelson later said China appeared to be sensitive to the negative impact of a sharp surge in its textile exports once the quotas are lifted.

"The two sides recognize that the end of the quotas will pose adjustment problems for the most vulnerable countries, such as Bangladesh, Morocco and Mauritius," said spokeswoman Claude Veron-Reville.

"The Chinese fully understand the problems that these countries will face. They have presented measures already adopted and have shown a willingness to take others if need be."

Post textile quotas world market share of textiles and clothes from China is predicted to rise from 17 percent in 2003 to 50 percent by the end this year.

Analysts fear cheap Chinese textile products flooding international markets mainly, the USA and EU, which could sound collapse of textile industries in developing countries and cause huge job losses in European countries losing on competition with China.
