USA:AMTAC praises US Govt for self initiated
safeguards against China

The U.S. government self-initiated safeguard cases yesterday on imports of shirts, trousers and underwear from China.

The American Manufacturing Trade Action Coalition (AMTAC) represents a significant portion of the U.S. textile industry and has filed 16 safeguard cases against China during the past two years.

American Manufacturing Trade Action Coalition (AMTAC) Executive Director Auggie Tantillo said, "AMTAC is very pleased that the U.S. government has chosen to self-initiate safeguard investigations in these three crucial categories. Cotton trousers, shirts and underwear and man-made fiber underwear are some of the most important products to U.S. textile manufacturers of components for apparel.

It is critical that the U.S. government undertake a thorough investigation as quickly as possible. AMTAC urges that the U.S. government publish a notice in the federal register initiating the public comment period as soon as it can. AMTAC also urges the U.S. government to render its decision on these safeguard cases shortly after the 30-day public comment period expires.

While the U.S. government can wait up to 60 days to render a decision after the public comment period expires, it does have the power to make that decision the day its closure. The U.S. textile industry cannot afford to wait 60 days for a decision - it needs relief on the soonest date allowed by the safeguard procedures.

Finally, there are many other textile and apparel categories where China''s surge is severely damaging the U.S. market. The U.S. textile industry will not wait long to file cases in additional categories where the facts merit filings."

This is not the preliminary data through the end of March released on Friday, April 1 - it is only the official data in dollars through January 2005 - the latest data we have for the value of imports. This data combines the dollar value of all categories where the U.S. government has self-initiated safeguards.
