China:Sino-US textile talks begin

The fourth round of Sino-US textile parleys began yesterday morning in Beijing, and will continue today also.

Special negotiator for textile at the US Trade Representative''s office David Spooner and China''s Vice Commerce Minister Gao Hucheng are heading the respective countries at the talks at the main building of the Ministry of Commerce.

The Commerce Ministry of China said the Tuesday talks between the two parties where held where views were exchanged and clarifications were sought.

China''s General Administration of Customs revealed export figures of China reaching US $50.36 billion during the first half this year. Textile exports alone touched $8.34 billion in this period.

Currently, seven categories of Chinese textiles are restricted since the ending of textile quotas at the start of this year, which include cotton trousers, cotton knitting shirts, underwear, chemical-fibered trousers, chemical-fibered knitting shirts, men''s tatting shirts, and fine-carding cotton yam.

Further investigations at the behest of US textile industry have been called for fibrous cloth, pullovers, woolen trousers, knitting cloth, bras and bath gowns.

The outcome of these investigations are likely to be declared today that is August 31, 2005.

On August 1, 2006, five other products including skirts, gowns, swimsuits, women''s tatting shirts and socks were also placed under investigation by the US trade authorities.

So far, talks have been held on June 17, July 8, and Aug. 17, respectively, this year, but non have arrived at a conclusive solution to the textiles dispute.

Last June saw China seal an agreemnt with the European Union, that sought to stop investigations on ten categories of textile products from China.

Under a comprehensive agreement, annual growth of textile exports for the ten lines of Chinese products from June 11, 2005 through the end of 2007, have been set.

China has both its hands full, what with the EU and the US at negotiating on the textiles front, as the world waits and watches for the outcome.
