Hubei to Obsolete Backward Production Capacity in the 12th Five-year Period

Hubei province drew up a plan to obsolete the backward textile production capacity yearly in the 12th five-year period, to set forward energy saving and pollution minimizing and to promote the industrial structure optimizing and upgrading.

The province definitely set up the objects to obsolete the backward production capacity of textile industry and light industry in the Twelfth Five-Year Plan. The obsoleteness includes:

(1) in dyeing and printing division, discontinuous dyeing machines for cotton and man-made fiber fabrics with running period beyond 15 years and bath ratio higher than 1 : 10; dyeing and finishing equipment model 74 without being improved; Chinese-made and imported dyeing and printing pretreatment machines, stentering and setting machines, rotary printing machines, flat printing machines and continuous dyeing machines respectively with running period respectively of 15 years and 20 years;

(2) in man-made fiber division, old type acid rayon spinning machine model R531; conventional rayon staple fiber production line with annual production less than 20,000 tons; conventional DMF solvent spandex production process; wet spandex production process; DMF solvent acrylic fiber production process; semi-automatic polyester filament winders with spindle winding length shorter than 900 mm and conventional discontinuous polyester product manufacturing equipment.

Hubei will greatly guide and support the textile enterprises through application of hi-tech and advanced proper technology, improving and upgrading backward production capacity, and will have bias towards the regions and enterprises with heavy load of obsoleteness of backward production capacity but well-done completion in technological transformation funds, energy saving and pollution minimizing funds, investment approval, land utilization and bank financing. The province will continue to carry out and perfect the policy of "Prize instead of Compensation" for the promotion of obsoleteness of backward production capacity in the province.
